USA officials retrace Russian Federation threat to 2016 elections

The DNC was hacked during the 2016 presidential election and thousands of emails were subsequently published by WikiLeaks.

An official with the US Homeland Security says Russian hackers targeted 21 election systems in different US states during the 2016 race, which yielded President Donald Trump.

The US continues to state that none of the attacks directly election vote counts.

Later in the day, Russia's deputy foreign minister said he had cancelled talks that were scheduled for Friday with the US undersecretary of state.

Meanwhile, the Senate Intelligence Committee was hearing testimony from Dr. J. Alex Halderman, a professor of computer science at the University of MI, who said the best security for elections can be found with paper ballots, optical scanners and auditing to check for accuracy.

Michael Hass, the Wisconsin elections commissioner, said DHS could have been more timely - and provided more detail - on election security and threats to elections systems at the local level. Jeh also answered questions about what then-President Barack Obama knew, as well as coordination between the DNC and the DHS.

Officials in Arizona and IL previously had confirmed that hackers targeted their voter registration system, although news reports had suggested the Russian effort was much broader. Johnson said 36 states accepted help from the federal government in trying to blunt the Russian efforts, even as many states rejected federal oversight of their state-run election operations. Democratic California Rep. Adam Schiff told NPR, "I think the administration should have spoken out much earlier, much more forcefully".

Department of Homeland Security officials are still not willing to disclose which state election systems Russian hackers targeted during last year's presidential election. He also questioned why the Obama administration did not more forcefully address the DNC hack.

Possible fixes could be grants to state election officials to help improve cyber-security and raising awareness about "the evils and hazards of spear-phishing", Johnson said.

Manfra, however, refused to reveal which states were targeted.
