"I believe there may be people who were in Grenfell Tower that people may not know were missing and may not have realized they were in there on the night".
The death toll from the Grenfell Tower block fire in west London has reached 79, the Metropolitan Police confirmed Monday.
"I do understand for the people of Grenfell Tower that is no consolation, but if we were to change that advice now and have everyone evacuating through single staircases, it would cause more problems and more injuries".
Only five victims have been formally identified - and Cundy said that because of the fire's intensity and the devastation it caused, authorities may not be able to identify everybody who died.
People reported that Prince William broke royal protocol during the visit when he hugged and tried to comfort an inconsolable woman whose husband went missing during the fire.
Cundy said the search and recovery operation in the 24-storey tower continues, and it has been incredibly distressing for families.
"The awful reality of the fire that night means that we are supporting some people who may have lost a number of members of their family on that night", Cundy said.

By the blackened Grenfell Tower, firefighters took off their helmets and stood still to observe the minute's silence, some with their arms around each other's shoulders. Some said they had never seen a building fire advance so quickly.
"Until we do that, we can not look at anything other than staying with the same advice".
The latest figures from NHS England show that 17 patients are still being treated in four London hospitals.
London police on Sunday released images taken within the tower, saying conditions inside verged on the "indescribable".
Prime Minister Theresa May has ordered a public inquiry into what caused the apartment that once housed almost 600 people in 120 units, to go up into flames.
