British Prime Minister Theresa May said police were investigating as a terrorist incident.
London police say a 47-year-old man has been arrested on suspicion of commission, preparation or instigation of terrorism including murder and attempted murder after a vehicle ploughed into a crowd of pedestrians near a north London mosque. "I am a Muslim".
The man who died had already been receiving first aid from a member of the public, police said.
The apparent attack comes during the Muslim holy month of Ramadan and follows three terror incidents in Britain in as many months.
Hate crimes rose after the June 3 London Bridge attack, police had said.
May attempted to counter that feeling, saying that police arrived at the scene within one minute, and that the incident was classified as a possible terror attack within eight minutes.
May said her government would "stop at nothing" to defeat extremism. Police said they've not identified any other suspects at the scene nor have any been reported to police. "When (the driver) was running, he was saying, 'I wanna kill more people, I wanna kill more Muslims, '" he told BBC TV. "I hit him on his stomach. and then me and the other guys. we held him to the ground until he couldn't move". "So we pushed people away from him until he was safely put into the back of the van".
"Over the past weeks and months, Muslims have endured many incidents of Islamophobia, and this is the most violent manifestation to date", Mr Harun Khan, secretary-general of the council, said in a statement yesterday.
"During the night, ordinary British citizens were set upon while they were going about their lives, completing their night worship", he said.
Scalise will remain in the hospital for 'some time'
The president paid a visit to Scalise on Wednesday night, meeting with Scalise's family and sitting by the congressman's bedside. Griner remains hospitalized at MedStar Hospital after getting shot in the ankle, and Sava described her in good condition.
Mohammed Shafiq of the Ramadhan Foundation, a Muslim organization, said that based on eyewitness reports, it seems to be a "deliberate attack against innocent Muslims".
And extra police are being deployed to reassure communities, especially those observing Ramadan, Mayor of London Sadiq Khan said.
Police Commissioner Cressida Dick called for calm.
Transport for London tweeted that Seven Sisters Road was closed northbound at Hornsey Road and southbound at Rock Street. "They will be there for as long as they are needed".
The van struck people after mounting the pavement just after midnight BST outside Muslim Welfare House, near Finsbury Park Mosque. However, the mosque was shut down and reorganized and has not been associated with radical views for more than a decade.
But he added: "I have to remind people that this is the United Kingdom, we had the Manchester attack, I am an MP in a northern constituency, we need to makes sure the resources across the UK fit the threat".

-The Finsbury Park Mosque "condemns in the strongest terms" a "heinous terrorist attack" early Monday, according to a statement released by the mosque Monday. Chronic mismanagement and disregard for fire safety measures by the building's landlord are suspected in that case.
"This attack comes at a hard time for the city", May said in her statement.
