The day before, Trump had lashed out at Cruz, deriding "poor leadership ability" by her and others in Puerto Rico "who are not able to get their workers to help".

San Juan Mayor Carmen Yulín Cruz Friday morning blasted Duke's comments.

The fake President Trump then reminded Villaseñor's Cruz that Puerto Rico is "an island in the water". After more than a week of desperation, many were still unable to access essentials including food and water. Trump wrote on Twitter.

Trump, who plans to visit the island on Tuesday, fired off a series of angry tweets from his private golf club in New Jersey, taking aim at the mayor of San Juan, the island's capital and largest city.

"They've been hit with an enormous amount of work", he said, noting that the hospital had turned them on earlier during Hurricane Irma and increasingly worries they could fail.

But on Saturday, Federal Emergency Management Administration (FEMA) officials reported that a third of the island's telecommunications network had been restored, and some 765 gas stations - well over half - had fuel, though it was not clear how much.

"I saw it as a personal difference with the mayor of San Juan", he said.

She also tore into Trump for using his Twitter account to punch down on someone in a desperate situation.

On Thursday, the "Work" singer tweeted the cover of the New York Daily News, which features a headline calling for Trump to step up his relief efforts.

Puerto Rico's fiscal agency responded saying, "Such offers only distract from the government's stated focus and create the unfortunate appearance that such offers are being made for the objective of favorably impacting the trading price of existing debt", the agency said in a statement. At least 16 people on the U.S. commonwealth died, the government has said.

This week, Puerto Rico Gov. Ricardo Roselló pleaded with the administration to send truck drivers to help reach those suffering in backcountry jungles.

That changed Friday when Cruz was asked about acting Homeland Security Secretary Elaine Duke's comment that the federal response to Hurricane Maria was "a good news story". Puerto Rico's power grid went dark during the hottest season of year and may stay down for weeks or months.

Rossello has called the widespread heavy damage to Puerto Rico's homes, roads and infrastructure unprecedented, though he has praised the USA government's relief efforts.

Scott told reporters after the White House lunch that he advised Trump and Pence of a need for more people and vehicles to deliver supplies.

"There is a disconnect between what the FEMA people are saying is happening and what the mayors and the people in the towns know that is happening", Cruz, who has been living in a shelter since her own home was flooded, said on CNN. "If anybody out there is listening to us, we are dying, and you are killing us with the inefficiency", she pleaded at a press conference. They want to help.

"When the president gets attacked, he attacks back", Mnuchin responded.

Amid the economic woes, the island has also seen the largest percentage drop in population of any US state or territory since 2010, which will likely hamper any recovery.
