Negotiations with Brussels begin tomorrow, despite the Prime Minister losing her majority in an election she had said was specifically about aquiring a mandate for her Brexit policy.
But Hammond said transitional arrangements would be necessary, to give business greater certainty.
Prime Minister Theresa May has been struggling to put together a working government since the Conservative Party lost its majority in the June 8 election.
"If the Government cannot even secure a deal with the DUP, how on earth can they get a deal with the EU?". The price of such a deal remains unclear.
The DUP deal has yet to be finalised despite the Brexit talks starting today and the Queen's Speech, setting out what the government hopes to do in the next two years was rescheduled for Wednesday.
"We never put timescales on when we expect a deal to be done and I'm not going to start now".
"We want to end the anxiety facing 4 million citizens", he said. At home, May is struggling to stay in office as her Conservative Party questions both her election strategy and her handling of a London tower block fire that has left scores dead.

May wants to negotiate the divorce and the future trading relationship with the European Union before Britain leaves in March 2019, followed by what she calls a phased implementation process to give business time to prepare for the impact of the divorce.
Finance minister Philip Hammond confirmed Sunday that it was still the plan to quit not only the EU but the customs union and single market as well.
Johnson also urged Europeans to look further down the road.
"My clear view - and I believe the view of the majority of people in Britain - is that we should prioritize protecting jobs, protecting economic growth and protecting prosperity as we enter those negotiations and take them forward", he said last week.
"The idea that Britain is going to be able to pivot very quickly and negotiate new deals, not only with the European Union, but of course with the United States and Canada - very important trade partners - and they want to move fast, they're actually going to have to offer very good terms to the Canadians".
European Union leaders have given chief Brussels negotiator Michel Barnier no authority to so much as talk about future trade with Britain until he clinches outline deals on Brussels' priority issues, including London's exit bill.
Brexit Secretary Davis, noting shared security threats for governments across Europe hours after a van rammed worshippers at a London mosque, said: "There is more that unites us than divides us".
But after a generation of discord over Europe inside her party, May's future could depend on her ability to please both the eurosceptic and pro-European factions in her party.
