The Department of State has designated Mohammad Shafi Armar, Oussama Ahmad Atar, and Mohammed Isa Yousif Saqar Al Binali as Specially Designated Global Terrorists (SDGTs) under Section 1 (b) of Executive Order (E.O.) 13224, which imposes sanctions on foreign persons determined to have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of USA nationals, or the national security, foreign policy, or economy of the United States.
Two other ISIS leaders in Europe and the Middle East, Oussama Ahmad Atar and Mohammed Isa Yousif Saqar Al Binali were also listed as Specially Designated Global Terrorists by the US.
The United States added three members of the Daesh (banned in Russia) to its terrorism sanctions list, including the coordinator of the Paris attacks and the group's lead recruiter in India, the Department of State said in a press release on Thursday.
"Designations expose and isolate organizations and individuals, and result in denial of access to the U.S. financial system". The Armar brothers fled to Pakistan after a crackdown on Indian Mujahideen members.

The 27-year-old Mohammed Shafi Armar, who also goes by the name Yousuf al-Hindi, hails from Bhatkal of Uttara Kannada district in Karnataka.
The Islamic State group's top India recruiter and a senior coordinator of its European attacks network were named Thursday on the U.S. terrorist sanctions list. However, every time intelligence agencies began giving credence to such reports, his name or voice cropped up in intercepts. Shafi Armar has made Syria his base and uses social media platforms like Facebook and WhatsApp to contract and recruit potential ISIS terrorists.
His links to the ISIS were also the highlight of the interrogation of Yasin Bhatkal, who was arrested near the Nepal border in 2013.
During the interrogation of alleged ISIS operatives, it emerged that Armar was motivating and radicalising Muslim youths in India. He also recruited and mentored two of the bombers involved in the March 2016 Brussels attacks that killed 32 and left many more wounded, according to it. Banali has appeared in many Islamic State propaganda videos asking Bahrainis to join the militant group, the statement added.
