Iran's Foreign Minister Mohammad Javad Zarif has called US President Donald Trump's reaction to deadly attacks in Tehran "repugnant", as intelligence officials said that the five attackers were Iranians who had fought for ISIL in Syria and Iraq.

Larijani also criticized a Wednesday decision by the U.S. Senate to move forward on a new set of sanctions against Iran, including its elite Revolutionary Guards, a move that came on the same day as the Tehran attacks.

"The five known terrorists.after joining the Daesh (IS) terrorist group, left the country and participated in crimes carried out by this terrorist group in Mosul and Raqa", the ministry said in a statement cited by Agence France-Presse.

The ministry said the attackers were part of a network that entered Iran in July-August 2016 under the leadership of "high-ranking ISIS commander" Abu Aisha intending to carry out operations in religious cities.

Other members of the public accused Saudi Arabia and Iran's long-time foe, the United States, of backing the attacks.

Iranian media, meanwhile, expressed shock at the attacks at a time when Tehran claims that it is interfering in Syria an Iraq militarily to fight ISIS and terrorism, and prevent bloodshed and war from reaching Iran.

At least 17 people were killed and more than 50 injured in Tehran on Wednesday, when gunmen attacked Iran's Parliament (Majlis) and the Mausoleum of the late Founder of the Islamic Republic Imam Khomeini. The attack began with a blast at the remote Af-Urur camp before the extremists overran the base and killed soldiers at close range, said Ahmed Mohamed, a senior military official.

The Intelligence Ministry said its forces stormed several "safe houses" linked to the group in the country's northwest, according to state television.

ISIS claimed responsibility for the attacks.

In a speech at the ceremony, Larijani denounced USA sanctions against Iran over its ballistic missile programme.

It suggested there were only five attackers rather than the six originally reported.

Following the attacks, Trump issued a statement saying he would pray for the victims, but he added that "states that sponsor terrorism risk falling victim to the evil they promote". "Classy", tweeted Ali Ghezelbash, an Iranian business analyst.

Iranian Foreign Minister Mohammad Javad Zarif condemned Trump's statement, calling it "repugnant" and accusing the US of supporting ISIS.
