Authorities say the unidentified shooter reportedly checked in the front school office and signed in where he was known by school staff.
All other students appear to be safe and they are being taken to a local college campus. Students gathered on a field and a blacktop basketball court inside the fenced-in grounds of the campus near a line of school buses.
Burguan later said that two adults were deceased and two people, possibly students, were wounded and taken to a hospital.
The shooting happened in a special-needs classroom for first through fourth grade students.
Police said they were not related to either of the adults.
California Lt. Governor Gavin Newsom, in a brief statement to Twitter shortly after news of the shooting broke, said schools should be a place for "learning and community, not violence". Others learned about the shooting through word-of-mouth.

The SB police chief said four people are now being treated by first response medical crews. The motive for the incident is under investigation.
