Telling how the contract to purchase the S-400s from Russian Federation was signed in April 2017, Akar said three aircraft had carried components of the systems to Murted Air Base in Ankara. Washington has repeatedly warned Turkey against purchasing it.

In a show of bipartisan agreement Friday afternoon, the Republican and Democratic leaders of the Senate Armed Services and Foreign Relations committees issued a joint statement, reinforcing the sense of the Senate that Turkey should suffer consequences for buying the Russian system that North Atlantic Treaty Organisation has long maintained puts its pilots at risk.
Turkey was interested in buying the U.S. Patriot missile system but was unable to come to an agreement, Turkey's state-run Anadolu Agency reported. It has also said Turkey won't be allowed to participate in the program to produce high-tech F-35 fighter jets. "U.S. policy should be based on the fact that while Turkey is not an enemy of the United States, it is also not a friend". But in the months since Turkey announced in April of 2017 that it also planned to install Russia's S-400 air-defense missile system, the US has repeatedly said Turkey can have one or the other - but not both.
Ankara and Washington are also involved in disputes over strategy in Syria east of the Euphrates River, where the United States is allied with Kurdish forces that Turkey views as foes.

American Lawmakers from both sides of the aisle have opposed Turkey having both the S-400 system and F-35 jets. "There's no problem and the process will continue in a healthy way going forward".
Erdogan has said acquiring the Russian system is in line with Turkey's sovereign right to defend itself.

Fitch ratings downgraded Turkey's sovereign rating to 'BB-' on Friday and said it remained vulnerable to deterioration of ties with the US and added that while any USA sanctions on Turkey might have minimal direct economic effect, warned that their impact on sentiment could be significant.
Erdogan has expressed confidence that his relationship with Trump will override US sanctions concerns.
"We urge President Trump to fully implement sanctions as required by law under the Countering America's Adversaries Through Sanctions Act", they said in the statement. "In the event of any issues, we immediately work the phones".
