The Ontario building code has been in existence since the mid-1970s, Pegg said.

The building was recently upgraded at a cost of 8.6 million pounds ($11 million), with work finishing in May 2016.

But a line stating that the project had met all "fire regulation and health and safety standards", which was included in an earlier release, had disappeared.
