Last Friday, the United Nations Security Council unanimously adopted a US-drafted resolution to impose more sanctions on North Korea over its nuclear and ballistic missile programmes.
USA allies have been anxious by Trump's actively courting Chinese President Xi Jinping to restrain North Korea, fearing Washington might allow China a more free rein elsewhere in the region.
The resolution put North Korea's suspected spy chief, 13 other Pyongyang officials and four entities on a sanctions blacklist, hitting them with a global travel ban and an assets freeze.
Experts in Seoul and Washington generally acknowledge North Korea's advancement in its nuclear and missile development program but say the regime is not capable yet of attacking the U.S mainland, which would require an intercontinental ballistic missile.
Japanese Defense Minister Tomomi Inada, speaking at the Singapore forum, said Tokyo backed the United States using any option to deal with North Korea, including military strikes, and was seeking a deeper alliance with Washington. Ambassadors of countries such as France and Italy supported the resolution but stressed that sanctions are only a means to an end, not a goal realised.
Tensions with Russian Federation ran high in the security council meeting Friday.
Deputy UN ambassador Vladimir Safronkov criticized the U.S. unilateral action, citing three Russian entities and a Russian national newly blacklisted.
"We can not and will not accept unilateral, coercive changes to the status quo", he added.
Japanese Prime Minister Shinzo Abe on Saturday voiced support for the unanimous United Nations decision and called on North Korea to refrain from repeated nuclear tests and missile launches. "We believe the United States can engage China diplomatically and economically to ensure our relationship is beneficial - not only to the United States and China - but also to the region and to the world", Mattis said.
The posture shifts have left some in the region seeking clarity on U.S. policy.

"The defense industrial complex loves to get the advertisement that the tax-payers' money is being well spent", he said, adding, "The amount of money that is involved in these long-range missile programs, the testing, by the way, this missile defense shield is pretty much a joke".

French Ambassador Francois Delattre said the resolution served as "a warning" to North Korea of tougher sanctions to come unless it changes course and halts its tests. "It's the worst of both worlds", he said.
