Authorities said police know the identity of the three attackers who were shot dead by police but won't yet make them public for operational reasons.
As details about the Pakistan-born jihadist emerged, questions were asked of why security services did nothing to stop the 27 year old, who was a known Islamist.
The families of the London attackers have condemned their actions on Wednesday, with relatives of Khuram Butt, Youssef Zaghba and the ex-partner of Rachid Redouane saying they were shocked at what had happened.
Late on Saturday the three attackers drove south across London Bridge, mowing down pedestrians before stabbing bystanders in the nearby Borough Market area. At least seven people were killed.
An Italian investigative source said Zaghba was a Moroccan-Italian whose mother lived in the northern Italian city of Bologna.
Italian news reports said authorities sequestered Zaghba's mobile phone and passport when he was stopped at the airport, but that he successfully got them back after a court determined there wasn't enough evidence to charge him with any terrorism-related crime.
Twelve others arrested under the investigation have all been released without charge.
Zaghba was named earlier in Italian media.
But an announcement - made before the Manchester and London Bridge attacks - that they planned to make some of the elderly pay more for their care saw that lead start to shrink, to between one and 12 points now.

One of the three attackers who killed seven people near London Bridge on Saturday night was previously investigated by British security services but had not been viewed as a serious threat, British police said on Monday.
Rachid Redouane, who police said claimed to be Moroccan and Libyan, also went by the name Rachid Elkhdar with a different date of birth.
"There was about 10 police officers armed with batons outside and three police vans".
Downing Street has declared that there will be a minute's silence held on Tuesday morning to remember the victims of last night's London Bridge terror attack.
A focus on security would normally be expected to help the prospects of May's Conservative Party in the coming general election.
Mohammed Shafiq, chief executive of the Ramadhan Foundation, said Butt called him a "Murtad" - traitor in Arabic - when he confronted Choudary about his support of terrorism days after the murder of Lee Rigby in 2013.
