Cop Fired for Kicking Handcuffed Man in Head

ATLANTA (AP) — Two Georgia police officers fired after they were caught on video kicking and punching a man during a traffic stop had arrested the same person eight months earlier during another traffic stop, police records show.

The victim walked out of jail with a bloody noise and lip Thursday afternoon.

But just hours after that press conference, a second cell phone video surfaces of that same controversial traffic stop.

Police released dashcam video of the confrontation, which occurred Monday after the officer left his patrol auto and approached accused jaywalker Nandi Cain Jr. on a residential street.

"We are DEMANDING that Gwinnett County Police Department immediately terminate this officer who viciously kicked a HANDCUFFED BLACK MAN lying on the ground in the middle of the street (off Sugarloaf Parkway) without cause and without merit".

The police department's internal affairs unit questioned Bongiovanni and McDonald about their actions, Ayers said.

The former officers could face criminal charges.

McDonald was forthcoming, saying he was wrong for kicking Hollins.

When Bongiovanni told Hollins last August that he was under arrest for not having a driver's license and asked him to step out of the vehicle, Hollins became hysterical, Bongiovanni wrote then.

Public outrage at how police departments responded to previous misconduct accusations only partly explain the reason for the swift action this week in California and Georgia, according to Alexander.

"We want both of these officers criminally charged", said Miller. Sixty-three (63) cases were dismissed in Gwinnett County Recorder's Court and twenty-six (26) cases were dismissed in Gwinnett County State Court.

The disturbing videos that emerged this week necessitated immediate responses, Alexander says.

Ayers said, he was stunned.

"(Bongiovanni) had the opportunity to tell us what happened in the report and when he was interviewed by internal affairs.

"I am nearly for a loss of words for what we had to go through today for the unwarranted actions of two of my officers", stated Ayers.

Police chief Butch Ayer mentioned that there was "literally no excuse for behavior like this". This is not what we teach in the academy. "This is not what we expect from our officers and we're not going to put up with it".

McDonald joined the force in 2013 and received high marks from Bongiovanni, his supervisor, during his last performance evaluation.

The department also said they had launched a criminal investigation into McDonald's actions and subsequently a second one on Bongiovanni's actions.

Miller went on to say that "they would have painted him as the bad guy, arrested him, brushed it under the rug and probably did it to them again the next time they saw him".
