White House statements on sanctions contradictory, Kremlin says

The votes in Congress, 98-2 in the Senate and 419-3 in the House, were strong signs that lawmakers do not trust Trump to stand up to Putin, whom Trump has repeatedly praised, amid the widening federal investigation into possible coordination past year between Trump's presidential campaign and Moscow.

The measure passed easily in the U.S. Senate and House of Representatives, effectively nullifying the president's ability to veto.

Trump has repeatedly said he wants to improve relations with Russian Federation.

Trump signed the most significant piece of legislation of his presidency Wednesday with no public event.

Russia-related issues have plagued the White House for months and yesterday Mr Trump's troubles mounted.

Russia's Foreign Ministry voiced regret over the fact that the law on sanctions against Russian Federation has come into effect in the United States. Earlier, Trump accused the US Congress of dragging the relationship with Russian Federation to "an all-time and very risky low".

Some parts of the law "displace the President's exclusive constitutional authority to recognize foreign governments" while others exceed Congress' authority by imposing time limits on the executive branch, the signing statement said.

It bars Trump from waiving the Russian Federation sanctions without first securing approval from Congress, and also imposes new financial sanctions on Iran and North Korea.

Trump said he would "honour" some of the bill's provisions, but stopped short of saying it would be fully implemented.

It also notably constrains Trump's ability to waive the penalties, a statement of mistrust from the Republican-controlled Congress, which remains unsettled by Trump's warm words for President Vladimir Putin.

On Russia, he said that "we hope there will be cooperation between our two countries on major global issues so that these sanctions will no longer be necessary".

"We will seek to work in such a way as to minimize the impact of the sanctions", Igor Sechin told Russian news agencies, adding that sanctions had "started backfiring" to damage American interests.

By signing it, he avoided the humiliating prospect of Congress overriding his veto.

The Russian Foreign Ministry said that USA sanctions are a short-sighted, risky line of action, fraught with the undermining of global stability.

In addition to sanctions imposed on Moscow by the United States, the European Union, and other Western governments since 2014 over Russia's encroachments against Ukraine, namely, the Crimea annexation and the war in Donbass, last December, the USA seized two Russian diplomatic compounds on U.S. soil, a measure taken at the end of the Obama Administration over Moscow's meddling in the 2016 United States elections.
