The Congress had created an uproar in both Houses of the Parliament on Wednesday though Union Minister Arun Jaitley said the raid had nothing do with the Gujarat Rajya Sabha polls. While speaking to the media on Sunday, Congress has alleged that BJP is trying to "buy" Congress MLAs ahead of the Rajya Sabha elections and has offered a bribe of Rs. 15 crore to each MLA for the goal.
Parmar has challenged the Election Commission's notifications and the Assembly's circular dated August 1, which make the "None Of The Above" (NOTA) option applicable to this year's Rajya Sabha elections, which are to be held on August 8.

The petition urges the Supreme Court to strike down as void the notifications and circular issued by the Election Commission and the Gujarat Vidhan Sabha. JN Singh also revealed that all Congress MLAs have been provided police security as instructed by the poll panel.
The Congress Party moved the apex court against the decision of the poll body on August 2. "Reasons best known to the Election Commission", Ahmed Patel said in a tweet.
"NOTA makes the very system of proportional representation by means of single transferable vote nugatory and otiose and can not be made applicable in Rajya Sabha Elections". Patel is the man who has been credited for the Congress' two major victories in the Lok Sabha elections of 2004 and 2009.

Since the NOTA option has been added to the election if any lawmaker defies the party and chooses to vote for NOTA the lawmaker can not be disqualified.
The department has said that it is investigating Shivakumar in a case of alleged tax evasion and huge undisclosed investments in real estate, jewellery and other sectors.
