Sens. Dean Heller of Nevada, facing a competitive 2018 re-election battle, Rob Portman of OH and Shelley Moore Capito of West Virginia expressed concerns about the bill's cuts to Medicaid and drug addiction efforts.
He faces a hard re-election fight next year.
He said that if Republicans come up with a plan that is "demonstrably better than the improvements we made to our health care system, that covers as many people at less cost, I would gladly and publicly support it".
The long-awaited plan marks a big step toward achieving one of the Republican Party's major goals.

The draft bill was unveiled on Thursday by Senate majority leader Mitch McConnell as the upper chamber's response to the American Health Care Act, the Obamacare repeal legislation passed by the House in May. Anthem has chose to leave the individual market in three of the 14 states where it sells Blue Cross Blue Shield plans, while Cigna is still weighing its decision. He is one Republican senator who thinks this bill does not go far enough in terms of gutting Obamacare. The subsidies help reduce deductibles and copayments for people with modest incomes.
The House approved its version of the bill last month.

Nevada also expanded the Medicaid program under the Affordable Care Act, or Obamacare, and the Senate bill would phase out that expansion starting in 2020. Iowa opted to expand, and has added more than 150,000 people to its rolls since 2014.
His presentation on Thursday of the Senate's health care measure to Republican colleagues - after the White House and key lobbyists got a peek the night before - was met with something other than unbridled enthusiasm. It would base tax credits to help people buy private insurance on income, as the Affordable Care Act does, rather than age, as the House bill does.
Heller also warned that Trumpcare would strip coverage from "millions of Americans".
