How the Republican health care bill changes Obamacare

In both the House and Senate bills, the cuts to spending on Medicaid and other programmes would go toward funding a substantial tax cut for the healthcare industry and the wealthy.

Raised the eligibility cutoff to 138 per cent of the poverty level in any state that chose to expand the programme, around US$16,000 (S$22,242) for a single person. NY counties pay about 13 percent of the cost of Medicaid.

During an appearance on MSNBC's MTP Daily, Sen. Susan Collins (R-ME) explained that she just couldn't support a bill that would end up leaving more Americans without health coverage.

"This morning, the Senate released the discussion draft of its health care bill", Sanders said. More people would be left out from getting help paying for premiums. "We'd love to have some Democrats' support, but they're obstructionists".

"It'll be hard to pass the bill - lot of differing points of view - and one week may not be enough time", Senate Finance Chairman Orrin Hatch of Utah told CNN Thursday.

If the proposal becomes law, the losers would include a quarter of S.C. residents - the 1.2 million of 4.8 million South Carolinians who get their health insurance through Medicaid.

The subsidies also make it so a person can not pay more than a certain percentage of their income on premiums. Overall, 39% of low-income American women of reproductive age (15 to 49) are covered by the program, or about 9.8 million women. One proposed change: The cutoff for subsidies would drop from 400% of the poverty line to 350% of the poverty line.

But it then allows states to opt out of that requirement.

Those waivers would allow state to drop benefits required by Obamacare like maternity coverage, mental health care and prescription drug coverage.

OBAMACARE - Bars insurers from setting a limit on how much they have to pay to cover someone. We stabilize collapsing insurance markets. But in a departure from the House's bill, states can't opt of regulations that now prevent insurers from charging people with pre-existing conditions more for their medical coverage. The CBO estimated that 23 million people would lose insurance under the House bill, although many of them would be voluntarily giving up their insurance because the individual mandate would be eliminated. Obamacare now lets insurers charge older people only three times more.

So while someone who is chronically ill cannot be denied insurance under either the House or Senate plans, less expensive insurance options could lack the coverage they need, or it could come with huge out-of-pocket costs. "The bill looks like we are going to keep all of the Obamacare subsidies - in fact, we may well exceed the Obamacare subsidies".
