JTA reported last week, before his death, that Warmbier became active at the University of Virginia campus Hillel following a 2014 Birthright trip to Israel.
Tillerson says the US and China agree that their companies should not do business with any North Korean companies that are subject to United Nations sanctions.
"Unfortunately, the very bad torturous mistreatment our son received at the hands of the North Koreans ensured that no other outcome was possible", they said.
