Edwards and state officials will hold a press conference at noon Wednesday to discuss the latest on Tropical Storm Cindy.

A tropical storm warning was in effect from San Luis Pass, Texas, to the Alabama-Florida line. Tropical Storm Cindy has been causing rain in much of the Southeast.

A tropical storm watch was issued Monday for the upper Texas Coast as a disturbance churns over the Gulf of Mexico.

Governors in Louisiana and Alabama declared a state of emergency, while Texas increased its state of preparedness and Florida's governor warned residents in the northwest part of his state to stay alert for flooding and heavy rain.

"The remnants of Tropical Storm Cindy are expected to produce significant rainfall amounts across Middle Tennessee beginning Thursday and lasting through Saturday", the statement said.

How much rain is expected?

"There's still a long stretch of tropical moisture coming across the Gulf of Mexico", said Alek Krautmann of the National Weather Service in Slidell, La.

Detracting from those successes is the fundamental fact that P&G is suffering another disappointing year of market-share losses. After $0.14 actual EPS reported by Williams Companies Inc for the previous quarter, Wall Street now forecasts 14.29% EPS growth.

A storm surge of 1 to 3 feet above ground level is expected along the coast in portions of the warning area, with isolated areas possibly up to 4 feet.

Cindy has begun to move to the northwest. The area is experiencing flooding and about 300 road closures, WLOX reported.

"People along the upper Gulf coast will also need to be vigilant for the risk of a few tornadoes and waterspouts through Thursday", according to AccuWeather Storm Warning Meteorologist Richard Schraeger.

Heavy rain with the storm is falling well east of Cindy's center of circulation. Rain totals will be between two and six inches with isolated higher amounts possible.

As a result, ABC News reports the Louisiana National Guard has "dispatched high water vehicles and helicopters into flood-prone areas", while Federal Emergency Management Agency (FEMA) and state officials were distributing 200,000 liters of water and 125,000 meals throughout threatened areas.

Cindy is expected to produce total rain accumulations of six to nine inches with isolated maximum amounts of 12 inches over southeastern Louisiana, southern MS, southern Alabama, and the Florida Panhandle through Thursday. In the event it is needed, OEM is also prepared to activate the City's Emergency Operations Center.
