Conservative Republican Sen. Bill Cassidy threatens to vote against Obamacare replacement bill

Those subsidies are expected to be linked to income, a "major improvement" from a healthcare overhaul bill passed in the House of Representatives that tied them exclusively to age, Republican Senator Susan Collins said on Wednesday.

Sen. Bill Cassidy, R-La., said he does not like the manner in which Senate Republicans have worked behind closed doors on its healthcare legislation.

Senate Majority Leader Mitch McConnell might be on the verge of releasing a bill to repeal Obamacare, but he's got conservatives to convince before he can be sure he has the votes to pass it.

McCain is part of a growing list of senators who are urging GOP leaders to pump the brakes on a health care bill that has not been seen by the opposing party or the public.

Facing unanimous Democratic opposition, Republicans can only afford defections from two of their 52 senators to push the measure through the Senate.

Sen. Susan Collins (R-ME) said a provision from the House bill, the American Health Care Act, that prohibited the use of its individual insurance tax credits on plans that would cover abortion would have to be stripped due to Senate rules. No one outside that room knows the details of the plan, but it is expected that it will be similar to the disastrous bill already passed by the House, which the Congressional Budget Office estimates will add 23 million Americans to the ranks of the uninsured in less than ten years and quickly push premiums for middle-aged Americans into the stratosphere.

Departing from the House-approved version of the legislation - which President Donald Trump privately called "mean" last week - the Senate plan would drop the House bill's waivers allowing states to let insurers boost premiums on some people with pre-existing conditions. Mike Lee (R-Utah) said in a video posted to Facebook Tuesday.

Like McConnell, White House Press Secretary Sean Spicer also pushed back on Democrats' concerns about a lack of transparency in the bill-writing process.

"I think, right now, nobody really has a finalized healthcare bill and I don't think anybody's seen any kind of final text", Senator John Thune, a Republican from South Dakota and a member of leadership, told reporters.

The bill would make cost-sharing subsidies that now help low-income Obamacare customers pay for their out-of-pocket health expenses subject to an annual vote by Congress, requiring a 60-vote threshold in the Senate. "In the big picture, Trumpcare is a moment in the mirror where we will decide who we are going to be as a country". Marco Rubio (R-Fla.) said Sunday.

The Senate version is expected to adhere similarly to those cuts, but based on reports outlining the discussions, some changes could make the bill more politically palatable for GOP lawmakers. It has come under widespread criticism from Democrats and helped prompt some moderate House Republicans to vote against the measure. "I think this will be as about as transparent as it can be", he said.

Senate Majority Whip John Cornyn (R-TX) said, "We don't have a bill". But as of now, victory is not guaranteed and he stopped short of definitely scheduling the vote for next week.
