Cindy could create 3-foot storm surge near Gulf

The storm's eye was about 125 miles southeast of Trinidad.

Tropical Storm Cindy has weakened slightly as it continues on a trek toward the Louisiana or Texas coast.

A Tropical Storm Watch is in effect from west of Intracoastal City to High Island, Texas.

Officials in Santa Rosa County, which is just east of Pensacola, tweeted that some roads were under water early Wednesday.

The National Weather Service issued a tornado watch for much of the region until 10 a.m. Wednesday. Bret had degenerated into a tropical wave by Tuesday afternoon.

"Flash flooding continues to be the biggest concern in our discussion with local emergency managers and the National Weather Service", said GOHSEP Director Jim Waskom. The entire region should see winds subsiding by midday on Thursday.

Most of southeast Louisiana remained under a tornado watch until 10 a.m. Wednesday.

The tropical disturbance is forecast to move toward the Louisiana Coast on Tuesday and Wednesday.

The National Weather Service said early Wednesday that flash flood watches covered parts of Texas, Louisiana, Mississippi, Alabama and Georgia as the storm trudged closer to the USA mainland.

Cindy is expected to produce rainfall totals of 6 to 9 inches with isolated maximum amounts of 12 inches over southeastern Louisiana, southern MS, southern Alabama and western portions of the Florida Panhandle through Thursday and could cause life-threatening flash flooding. Forecasts said the system could dump from a few inches to more than 12 inches (a few centimeters to more than 25 cm), depending on Cindy's development and path.

"Central Louisiana and east Texas will see the stronger winds more likely tonight".

The seasonal Outlook calls for a 70 percent likelihood that 11-17 named storms will form this year with five-nine strengthening into hurricanes and two-four strengthening into a major hurricane.

Heavy rains and wind could disrupt oil supplies at the refineries and energy ports in Port Arthur, Texas and Lake Charles, Louisiana where large oil refining and chemical export operations are located, which could drive up gasoline prices. But the heaviest rain bands were to the east.

Forecasters expected rain totals of 6 to 9 inches (150-220 millimeters), with up to 12 inches (300 millimeters) possible in some spots in Louisiana, Alabama, Mississippi and the Florida Panhandle.
