Senate rules could force a health bill change by next week

U.S. Senate Republicans plan to unveil the text of their draft health-care bill on Thursday as senators struggle over issues such as the future of the Medicaid program for the poor and bringing down insurance costs.

"It's apparently being written by a small handful of staffers for members of the Republican leadership", said conservative Sen. "If it is going to pass, the bill is going to have to make meaningful steps to reduce premiums", he said.

The House included the waivers in the bill before passing it by a one-vote margin in an attempt to win more support for the bill.

McConnell said there would be ample time to read the bill, but didn't commit to a specific number of days.

The Congressional Budget Office estimates that 23 million fewer Americans will eventually lack coverage due to the bill.

Outside Democratic activists associated with Indivisible are calling for Democrats to use every procedural tactic available to slow down debate.

It's unclear how Democrats will respond next week, but Schumer said Republicans should expect a fight.

Thus far, Republicans have not yet given one public hearing on the health care bill.
