The centre of Tropical Storm Bret was located by an Air Force Hurricane Hunter aircraft to be near latitude 9.4 North, longitude 59.8 West at 5:00pm Monday.
"On the forecast track, the disturbance will move toward the Louisiana coast on Tuesday and Wednesday", Stewart reported.
"Tropical storm conditions are expected to first reach portions of the warning area tonight, making outside preparations hard or risky", the NHC said.
While the system has sustained winds near 40 miles per hour, it lacks a defined center.
A tropical storm watch is in effect from west of Intracoastal City to High Island, Texas, according to the Miami Herald.
The rains are expected to happen Tuesday and Wednesday.

Forecasters for days have been expecting an area of low pressure to form over the northwest Caribbean and move into the southern Gulf. The storm's eye is about 125 miles (200 km) southeast of Trinidad. The threat is subject to change given the eventual path the storm decides to take. WYFF News 4 meteorologist Chris Justus said Sunday night that the system is slowly moving into the gulf but that conditions are favorable for tropical development.
The Windward Islands may begin to see gusty winds and heavy rain Monday night or early Tuesday, making outside preparations hard or unsafe by this time.
The chances of it becoming a tropical depression or storm in the next five days were raised to 40 percent.
Computer model forecasts are very shaky at this time, but it appears South Florida will not have any concerns with this system.
Tropical Storm Bret was maintaining 40 miles per hour winds this morning as it moves west-northwest at 21 miles per hour.
