Fleetwood, who was hoping to follow in the footsteps of 1970 victor Tony Jacklin and 2013 champion Justin Rose, held a share of second place on 11 under par alongside Americans Brooks Koepka and Justin Thomas.
Fleetwood, from Southport, had been tied for the lead after birdies on the first, eighth, 12th, 14th and 15th, only to bogey the last after following up a poor pitch by putting his birdie attempt off the green.
The much-maligned site of this year's national championship has been giving up birdies and low scores, very unlike a U.S. Open Course.
No player within eight shots of the lead has ever won a major before, meaning only something really, really dramatic will prevent the U.S. Open from crowning a first-time major champion today. I'm not sure where the days of the 24-to-29-yard-wide fairways that we played every time went.
"I felt like I've been playing pretty well all week and didn't have quite the numbers to show for it", Thomas continued.
Justin Thomas and Brooks Koepka and Tommy Fleetwood were one each shot behind.
Rickie Fowler was two behind Harman on 10 under after a four-under 68 which kept him firmly in contention. Brian Harman sits in first at -12 but course conditions have shown that nearly anyone in the top 10 could win the U.S. Open with a strong Round 4.

Harman, bidding to become the first left-hander to win a U.S. Open, is a victor on the PGA Tour this year while Thomas is the world number 13, a three-time victor this season and a member of the exclusive "59" club after breaking 60 at the Sony Open this year. The ball landed on the front of the green just soft enough that it rolled out 8 feet by the hole.
There will be an 18-hole playoff on Monday if the leaders are tied after 72 holes.
"I've got a good plan for this course", he said.
The putt ran past the hole and settled at the bottom of a collection area 70 feet away. Reed's demonstrative nature fit in perfectly with a raucous gallery, and his performances on Saturday and Sunday under tremendous pressure were critical in the U.S. win. "I'd love to have another one of those".
Thomas had 310 yards to the pin for his second shot to the 18th and hit a ideal three-wood onto the green to set up the eagle putt from seven feet which completed a record-breaking 63. "I was just happy that I was the one that was able to take advantage of it today".
