Italian newspaper Corriere Della Sera said Zaghba was born in Fez in January 1995 to a Moroccan father and Italian mother. It was thought he was bound for Syria.
Valeria Khadija Collina, mother of Youssef Zaghba, one of three men involved in Saturday's assault, explains to reporters how her son became radicalized.
Police had on Monday named the other two attackers as Khuram Butt, aged 27, and Rachid Redouane, aged 30.
Khuram Butt appeared in "The Jihadis Next Door", a film exploring extremism in Britain.
Counter-terror agencies are already facing intense scrutiny after it was revealed Butt had been known to security services.
The second alleged attacker was identified by police as Redouane, who alternately used the surname Elkhdar, and claimed to be Moroccan and Libyan.
Seven people died and at least 48 were injured after a van drove into pedestrians on London Bridge before the suspects hopped out and went on a stabbing rampage in nearby Borough Market on Saturday night.
An Italian police source confirmed to the BBC that Zaghba had been placed on a watch list, which is shared with many countries, including the UK.
"I am going to be a terrorist", he told officials after he was stopped.
May was Home Secretary prior to becoming prime minister previous year.
It is thought that Choudary played a key role in Butt's radicalization, according to a British government official who spoke on condition of anonymity because he was not authorized to talk about the ongoing investigation.

Both men lived in the Barking area of east London.
Twelve others arrested under the investigation have all been released without charge.
On Monday, British police identified Butt, a 27-year-old Pakistan-born Briton, as one of the assailants, saying he was known to authorities, though they had no evidence he was planning an attack.
A property in Ilford, east London, was also searched by police at about 01:30 BST, but no arrests had been made, the police said.
The attack, and prior attacks in Manchester and near Parliament in London, have prompted Prime Minister Theresa May to call for tougher counterterrorism laws even if it means changing human rights protections.
Butt had appeared in a Channel 4 documentary The Jihadis Next Door, broadcast a year ago. At one point in the documentary, Butt can be seen unfurling a black banner in Regent's Park.
There has been no official comment on the reports from United Kingdom authorities, but Scotland Yard said Zaghba was not a police or MI5 "subject of interest".
Kent county cricketer Adam Riley, a childhood friend of the officer, wrote on Facebook: "It takes courage to run towards the enemy when everyone else is fleeing". Trump tweeted Sunday. "We simply don't have the resources we need to provide the best service we can", he said in an interview following Monday's vigil.
