Tillerson also said the blockade by Qatar's neighbors was "hindering USA military action in the region, and the campaign against ISIS", using an acronym for the Islamic State group. "I'm sorry, we will continue to give Qatar every kind of support".

Still, the Pentagon has been developing contingency plans in case there's any interruption, defense officials said. He credited Qatar's emir with making progress in curbing financial support and expelling terrorists, but added, "He must do more, and he must do it more quickly".

Late on Thursday, a joint statement by Saudi Arabia, Bahrain, Egypt and the UAE accused 59 individuals and 12 charity organizations in Qatar of being "linked to terror".

The list included the International Union of Muslim Scholars' Egyptian chairman, Yousef al-Qaradawi, and Abdullah bin Khalid, a former interior minister of Qatar.
