Counter-terror police arrested the pair during an operation on a street in Ilford, east London, Scotland Yard said.
The investigation into the attacks involved two more raids on Monday in Newham and Barking, east London, as police tried to establish if the three attackers had any help.
Khuram Shazad Butt, left, Rachid Redouane, centre, and Youssef Zaghba, 22, right, have been identified as the London Bridge attackers.
Eight were killed in the terror attack on the bridge and Borough Market and dozens more seriously injured.
The officials spoke on condition of anonymity because they were not allowed to discuss details of the case.
- Italian media siad Zaghba became a person of interest to Italian authorities in March a year ago after he was found in possession of a one-way ticket to Istanbul and suspected of wanting to travel to Syria.
Mark Rowley, the Metropolitan police assistant commissioner, said the changes could cover police, MI5, communities, technology companies, the law and other policies.
Zaghba was reportedly working in a London restaurant and had not been seen in Italy since 2016. Police arrested several people and are widening their investigation after a series of attacks described as terrorism killed several peop. The Islamic State group has claimed responsibility.
Questions remain over whether investigators had the resources to look into complaints such as those leveled by Butt's neighbors about his attempts to radicalize children and whether crucial opportunities were missed that could have saved lives.
He was even once featured in a BBC documentary about Islamist extremists called The Jihadis Next Door.

The second man, Rachid Redouane, had not aroused any suspicions. "Butt called me a "Murtad" which means traitor in Arabic and accused me of being a government stooge when I confronted Anjem Choudhury about him supporting terrorism and my public campaign against Lee Rigby's murder", Shafiq said in a statement Monday.
"There's an election on Thursday, that's the chance", he said, citing an "appalling" cut in police staffing levels.
Butt, a British citizen born in Pakistan, had been investigated by security agencies earlier but he was not deemed enough of a threat to warrant close monitoring, police were quoted as saying. May was Home Secretary prior to becoming prime minister past year.
The first victim of the London Bridge and Borough Market terror attacks has been named.

A nationwide minute of silence was held at 11 a.m.to honor all the victims.
The visible police presence remains, however - as does the memory of the attack in the minds of British voters, just one day before the country undertakes its national elections.
In the Saturday night rampage, the attackers first drove a rented van into a crowd and then jumped out and randomly stabbed people they encountered.
"This was an attack on London and the United Kingdom, but it was also an attack on the free world", May said.
