Brushing aside the criticism for the use of human shield by Major Leetul Gogoi, Indian Army Chief General Bipin Rawat said today that such actions are not a norm, but if circumstances present a specific situation, then officers are entitled to use a human shield or take any other action to protect themselves and others.
He also claimed the situation in Kashmir isn't as bad as portrayed in the media.
The Army Chief speaking to ANI said, "India is fully ready for two and a half front war without naming China, Pakistan and elements posing threat to the internal security". "People are the best judges; majority's decision will be right", he said.
The General said Kashmir with its rich resources could be a leader in so many fields, but economic development was not taking place because of violence.
Asked if he was not hurt by the comparison, he said: "Not at all". He said that dialogue and violence can not occur at the same time. You can't say Army and civilians will be involved in a gun battle and say let's have talks.

In his article, he quoted General Dyer's testimony before the Hunter Commission and compared it to Army Chief Bipin Rawat's justification of Major Gogoi's "innovative" tactics of using human shield to tackle the insurgency.
He said the Army maintain a balance, obsolete (30%), obsolescence (40%) and modern equipment (30%).
His statement came as tension continues to simmer along the India-Pakistan border, with several ceasefire violations being reported in recent months.
