NY just OK'd tuition-free college for middle class

The "Excelsior Scholarship" provision of the budget will allow students from families earning less than $125,000 per year to attend all two- or four-year institutions in the City University of ny and State University of ny systems tuition-free.

The plan crafted by Democratic Gov. Andrew Cuomo would apply to any NY student whose family has an annual income of $125,000 or less. Room and board expenses will not be covered under this plan. If a student already qualifies for another scholarship or grant that does not already fully cover tuition, the Excelsior Scholarship will make up the difference. The legislation provides $8 million to promote online educational resources. Lawmakers agreed to include it in the state budget, which was approved by the Assembly on Saturday and by the Senate late Sunday night.

Cuomo called the tuition plan a "national first" on Friday. Students with families making less than $100,000 a year will be eligible for tuition-free education in the fall of 2017.

The budget provides a record $7.5 billion in total support for higher education, a $448 million, or 6.3 percent, increase over previous year.

The state estimates that 940,000 families with college-aged children will qualify for free tuition.
