Around 9:30 p.m., Baker lifted the stay and the state began preparations to execute Williams.
The state's attorney general denied the claims.
The United States saw its first double-execution in 17 years Monday night in Arkansas.
Williams was sent to death row for the 1994 rape and killing of 22-year-old Stacy Errickson, whom he kidnapped from a gas station in central Arkansas.
They claimed that Jones's death was "torturous and inhumane" and that he "was moving his lips and gulping for air".

Jones, who was convicted of raping and killing Mary Phillips, 34, in 1995 and trying to murder her 11-year-old daughter, and found guilty of another rape and murder in Florida, reportedly took 14 minutes to die after the procedure began.

The situation has drawn condemnation from across the country, as critics assert that the rush to put the inmates to death is preventing them from adequate legal review.
The human rights group Amnesty International called the killings "heinous" and "shameful".
