"We're not going to let Canada take advantage [of the U.S.]", Trump told the group of reporters, claiming Canadian policies had hurt USA timber and lumber jobs as well. But that's going to take time.

On Tuesday, Trump targeted Canada explicitly in taking the next steps in his "Buy American, Hire American" policy, suggesting Wisconsin farmers are suffering because of the Canadian system. "I think they need to look within their own industry in terms of how they could better respond to the marketplace that they are in", said Weins.

Four U.S. dairy industry groups wrote Trump last week and accused Canada of breaking dairy trade commitments through tariff protection. "We do allow pretty significant access to the Canadian market, but we definitely do protect the rest of it", she said.

"It's hard to take a call from a producer that's been on the farm for three and four and five generations and now you know, have a problem like this", Mullins said.
