In the midst of an intense manhunt that had been underway for him since Sunday, Stephens, 37, reportedly pulled up to the drive-thru to order a "20 piece Chicken McNuggets and a basket of fries", according to Cleveland 19.

Facebook founder and CEO Mark Zuckerberg says his thoughts are with the family of a retiree shot to death in an apparently random Cleveland attack that was recorded and posted on Facebook by a suspect who later killed himself in Pennsylvania. State police major William Teper said the trooper who rammed Stephens' vehicle "saw him pull the gun out and shoot himself".

Acting on a tip from the McDonald's, Pennsylvania state troopers spotted Stephens leaving the restaurant in Erie and went after him, bumping his auto to try to get it to stop, authorities said.

On Sunday, Stephens allegedly shot and killed 74-year-old Robert Godwin, Sr., on E. 93rd Street and posted video of the killing to his Facebook account.

State police say Steve Stephens was spotted Tuesday morning by state police in Erie County, in the state's northwest corner.

Asked about the role that social media played in Godwin's death, Williams spoke about the viral video of the victim's shooting, saying, "This should not have been shared around the world, period". It was up for about three hours before it was removed. "If you did it, you have to face your crime", she said.

Police would not speculate on what was behind the killing, but in the video and other footage he posted, Stephens talked about losing everything he had to gambling and having trouble with his girlfriend.

"We would have liked to have brought Steve in peacefully and really talked to him about why this happened".

The bill also introduces a number of new penalties and toughens already existing laws regarding alcohol and drug-impaired driving. Taking any cannabis or its derivative products across global borders can result in a maximum penalty of 14 years in prison.

When Stephens saw police approaching from behind, he drove off.

Cleveland's police chief said Tuesday they've received more than 400 tips from as far away as Texas, but so far they've been unable to narrow down the manhunt.

Mr Godwin did not seem to recognise the name.

Troopers initiated a chase that lasted for roughly two miles and then attempted a move to try to disable the white Ford Fusion he was driving, officials said.

A few minutes after that, he went live and confessed.

Lane said it has been hard watching her name dominate social media, where her connection to the killer became a topic of discussion over the weekend.

On Monday evening, Facebook announced that it was launching a review for reporting harmful content following the killing.

By the time he pulled out of the driveway and onto Buffalo Road, state police were behind him, DuCharme said.
