The Turkish referendum is due to eliminate the prime minister's office and give the country's president sweeping powers and almost complete control of the government - authority not originally granted under the country's constitution.
The "Yes" camp won Sunday's poll with just 51.41 percent of the vote but the result has been challenged, with opposition claims of vote rigging and angry protests staged in parts of the biggest city Istanbul.
Turkish Prime Minister Binali Yildirim called on Tuesday the country's opposition to respect the referendum result that grants the president sweeping powers.
President Donald Trump yesterday congratulated Turkey's President Recep Tayyip Erdogan following his victory in Sunday's referendum.
The pro-Kurdish opposition Peoples' Democratic Party has said it presented complaints about unstamped ballots affecting three million voters.
Preda also said the fact that the referendum was held under a state of emergency imposed in the wake of last year's failed coup infringed upon a "fundamental freedom".
The European Commission has called on Turkey to launch an investigation into allegations of voting irregularities following a report stating its referendum was not genuinely democratic.

The White House said Trump spoke with Erdogan "to congratulate him on his recent referendum victory" and to discuss Syria and the fight against the Islamic State group.
"The German federal government expects the Turkish government to seek respectful dialogue with all political and societal powers in the nation after a tough referendum campaign", the statement from Merkel and German foreign minister Sigmar Gabriel read.
The bar association expects Turkey's electoral body to realize its constitutional responsibilities in evaluating complaints, a statement said.
Erdogan has rejected the criticism by monitors.
The validity of the vote - which will do away with Turkey's parliament and could allow Erdoğan to stay in power through 2029 - was challenged by the opposition party and global election observers.
The cabinet said it hoped the vote would contribute to "more development success across the country".
