Tillerson's comments came just a few days after the United States fired dozens of cruise missiles at the Syrian airbase that was allegedly used in the chemical attack.
Russian Federation has consistently denied that Syrian forces used chemical weapons, insisting the incident at Khan Sheikhoun was caused by a hit on a rebel chemical weapons plant, a claim dismissed by the West. In January 2016, the OPCW announced that all chemical weapons in Syria had been destroyed. "Once again this resembles the story with Colin Powell's white powder or reports to the United Kingdom prime minister about the claimed chemical weapons in Iraq".
In a U.N. Security Council meeting on Friday, Haley said that the US was "prepared to do more" against the Assad regime.
Foreign ministers will focus on how to pressure Russian Federation to distance itself from Syrian President Bashar al-Assad.
The foreign ministers of the seven most powerful industrial countries are scheduled to meet on April 10-11 in Italy preparing for the high-level leaders' summit in Italy later in May to discuss issues concerning global peace and security. "The first priority for them was to cover for Assad".
In his first televised interview, H.R. McMaster, the National Security Adviser to President Donald Trump, pointed to dual US goals of defeating the Islamic State terror group and removing Mr. Assad from power.
The U.S. officials said Russian commanders in Syria were informed of the strike beforehand in order to avoid casualties that could prompt a broader crisis. Iraq's Shia-led governments have maintained good relations with the Syrian government throughout the six-year Syrian civil war.

Spokesman Sean Spicer said the missile attack sent a clear message to Assad, but he avoided explicitly calling for the Syrian to leave office.
The official Saudi Press Agency reported that King Salman, whose country has been a strong opponent of Assad, congratulated Trump in a phone conversation for his "courageous decision" and a correct response to "the crimes of this regime to its people in light of the failure of the worldwide community to stop it".
Tillerson is expected in Moscow this week for talks with Russian officials.
Mr Tillerson said the aim was to deliver stability and ensure that the Syrian people have a say in their own future.
Ms Haley said that the decision to launch the missile strikes had been to tell Syrian president Bashar al-Assad that "enough is enough" and to let Russian Federation know that is was no longer acceptable to "cover for the regime" anymore.
Haley also questioned Russia's first reactions to the attack.
Meanwhile, Russia and Iran, President Assad's key military backers, are threatening retaliation if there are any further American air strikes and the task of breaking the present deadlocks over Syria remains enormous.
Lawmakers from both the Democratic and Republican parties were supportive of Trump's decision to attack the Syrian air base, but some Republican senators said they were concerned about the lack of policy clarity and Tillerson's strategy of leaving Assad's fate unresolved while concentrating on Islamic State.
