The U.S. raised the stakes significantly on Monday when a senior U.S. official said Washington has made a preliminary conclusion that Russian Federation knew in advance of Syria's chemical weapons attack last week.
The official said a drone operated by Russians was flying over a hospital as victims of the attack were rushing to get treatment. Yet the USA has no proof of Moscow's involvement, said the official, who wasn't authorized to speak publicly on intelligence matters and demanded anonymity.
Tillerson traveled to Italy as Washington seeks to rally world leaders behind a strategy to resolve the protracted civil war in Syria.
Ivanka Trump has long professed to hold sway over things like her dad's plan for women's advancement in the workforce and his paid-leave policy, but now it looks like she's weighing in on foreign-policy decisions, too.

German Foreign Minister Sigmar Gabriel said Russian Federation, and Iran, must be involved in the peace process, and Japanese foreign ministry spokesman Masato Ohtaka said Russian Federation "can play a key role".

Tillerson is in Italy for a Group of 7 meeting that has been overshadowed by USA airstrikes in Syria.
"It is clear to all of us that the reign of the Assad family is coming to an end", he said. It is our policy for a unified Syria that is governed by the people of Syria.
The Trump administration has dramatically reversed its position on Syria in the past week.
Tillerson plans to meet Monday with foreign ministers from the United Kingdom and France.
But Tillerson was more equivocal, saying that the priority was the defeat of ISIS.
The United States has sought to minimize expectations for the trip or the likelihood that the USA will leave with any Russian concessions on Syria. But Eric Trump still thinks the whole thing sounds "beautiful". He denounced Moscow's "failure" to uphold commitments it made in 2013 to ensure the elimination of chemical weapons in Syria, and said it had not made enough progress in peace talks to end the six-year civil war.
