US President Donald Trump's personal lawyer Rudy Giuliani has said he will not comply with a subpoena issued by House Democrats as part of their ongoing impeachment inquiry. That's one reason the White House has said it won't cooperate with requests for witnesses or documents - although it isn't clear whether the administration would change its tune if there were a vote.

According to Hill's testimony, Bolton told her - following a July 10 meeting in which European Union ambassador Gordon Sondland raised the notion of a Ukraine-Biden investigation - to inform White House lawyers: "I am not part of whatever drug deal Rudy and Mulvaney are cooking up". Beyond Yovanovitch's firing, career diplomats have been upset by political retaliations against officials detailed by the State Department's inspector general and penalties against former and current officials who emailed Hillary Clinton's private email address.
'We already have a motive, we have a crime, we have a confession and we have evidence, ' Democrat Mark Pocan told Wisconsin Public Radio.
"I think most of this is a concern by a colleague for an ambassador that he held in high regard", said Meadows said, declining to provide more details of the closed session.
Mr Sondland is expected to appear under subpoena tomorrow and will certainly be asked about those talks.
Another key figure in the impeachment investigation, special envoy Kurt Volker, returned to Capitol Hill on Wednesday.
A Bolton spokeswoman said he would have no comment on the testimony.
Giuliani and his associates also apparently lead a successful campaign to have the then-Ambassador to Ukraine Marie Yovanovitch recalled from her post.
While it remains unclear whether Trump or his lawyer Giuliani did actually break the law in going around official channels to deal with Ukraine, much of the conduct now emerging at least appears unethical, off-the-books of regular diplomatic activity and more expansive than it initially appeared. Trump has denied that, saying assistance to Ukraine was delayed to pressure the country into addressing corruption.

In a letter to the chairmen of the House Intelligence, Foreign Affairs and Oversight committees, Pence's lawyer Matthew Morgan confirmed he will not hand over information in relation to the "self-proclaimed 'impeachment inquiry'".
Giuliani pushed Ukrainian officials to launch several investigations that appeared unrelated to U.S. policy, including pushing officials to probe a gas-company linked to former Vice President Joe Biden's son. "This is not a game for us, this is deadly serious, and we are on a path that is taking us to a path to truth and a time table that respects our Constitution".
"We will not be having a vote", Pelosi told reporters on October 15, adding that "a path to truth" must be taken first.
The California Democrat told reporters Tuesday that nevertheless, she's not going to call for a formal House vote on impeachment. Republicans want to test politically vulnerable Democrats with a vote that could be hard in areas where Trump remains popular.
Trump calls the impeachment inquiry "illegitimate" and says the House needs to go on the record with a vote.
