Qatar's government "cannot be trusted", they added, citing previous agreements. He pointed out that the session is not a place of accusations, but rather a forum for Arab solidarity, noting that the Saudi representative accused Qatar of supporting terrorism without any evidences, whereas Qatar is an active member in all of the worldwide bodies and institutions that fight terrorism. It has denied any wrongdoing.
In a statement on Friday, the four countries warned that Doha's refusal to implement the ultimatum untied their hands to take "economic, political and legal" measures they considered adequate.
Tillerson said the agreement signed with his Qatari counterpart, Sheikh Mohammed bin Abdulrahman al-Thani, had been under discussion for weeks.
"The memorandum lays out a series of steps that each country will take in coming months and years to interrupt and disable terror financing flows and intensify counter terrorism activities globally", Tillerson added.
Sheikh Mohammed said Qatar was the first country in the region to sign such an agreement with the U.S. and called on the "siege" nations to follow suit.

The naval ships had been successful in destroying 452 boats that had been used in smuggling operations. An unidentified migrant who lost his life at sea is removed from the Phoenix vessel operated by MOAS.
The four countries later issued a list of 13 demands to Doha for ending the blockade, including shutting down Al-Jazeera, downgrading diplomatic relations with Iran and paying Arab states reparations for "financial losses" incurred by Qatar's foreign policies. But it has denied aiding militant groups linked to al-Qaeda or so-called Islamic State.
In a joint statement released in their state media, Egypt, Saudi Arabia, the United Arab Emirates and Bahrain said they appreciated US efforts in fighting terrorism but that they would closely monitor Qatar's behaviour.
It called for "strict monitoring controls to ensure its (Doha's) seriousness in getting back to the natural and right path".
Tellerson had a key meeting with Saudi Arabia's Minister of Foreign Affairs Adel bin Ahmed Al-Jubeir, Egypt's Minister of Foreign Affairs Sameh Shukri, Bahrain's Minister of Foreign Affairs Sheikh Khalid bin Ahmed bin Mohammed Al Khalifa and UAE's Minister of State for Foreign Affairs Dr Anwar bin Mohammed Gargash.
