The bill also would reduce or eliminate subsidies for millions of Americans on the exchange, subsidies that allow them to have insurance, stay healthy and keep working.
"We're concerned that it would lead to dramatic cuts in services or dramatic cuts in the number of beneficiaries who would rely on Medicaid", said Kristine Grow, a spokeswoman for AHIP.
The draft bill comes nearly two months after the House passed its own measure.
One of the most controversial aspects of the senate bill is its treatment of Medicaid. It would repeal the ACA's individual mandate to purchase health insurance, make deep cuts to Medicaid and withhold federal funding to Planned Parenthood for a year. Moller said he wouldn't presume how Kennedy might vote, but noted the senator's public statements have been critical of Medicaid spending and supportive of efforts to scale back the program. He is one of four GOP senators to say they are opposed it but are open to negotiations, which could put the measure in immediate jeopardy. He questioned the way that the Affordable Care Act dealt with pre-existing condition, but said the Senate bill did not do any better.
"There are provisions in this draft that represent an improvement to our current health care system, but it does not appear this draft as written will accomplish the most important promise that we made to Americans: to repeal Obamacare and lower their health-care costs", the senators said in a statement Thursday. "Make sure we're taken care of here in the state of Nevada".
Beyond the Medicaid cuts, Heller also said he was also concerned with the Senate bill's rollback, via waivers, of Obamacare's Essential Health Benefits.

"I can not support a piece of legislation that takes insurance away from tens of millions of Americans and tens of thousands of Nevadans", Heller said.
Meanwhile, current President Donald Trump wasn't too receptive of the house healthcare bill, which he labels as "mean".
He said the state's uninsured rate declined from 23% before the Affordable Care Act to 11 or 12% afterward.
"If you have low-priced insurance, you go back to what you had before the Affordable Care Act, where you have plans that have all sorts of exclusions from coverage or you have to pay an extra amount", Giaimo said.
Trump said getting approval would require travelling a "very, very narrow path" but that "I think we're going to get there".
