The situation between Qatar and several Arab countries deteriorated earlier this month after Saudi Arabia, Egypt, the United Arab Emirates and Bahrain cut ties to Qatar over allegations the country funds terrorism.
Qatar has been given 10 days to comply with the demands, which also include paying reparations and providing information on all opposition groups it supported, according to the document.
Turkey's defence minister rejected suggestions that it should review its military base.
Qatar must also announce it is severing ties with terrorist, ideological and sectarian organizations, including the Muslim Brotherhood, Islamic State, al-Qaeda, Hezbollah and Jabhat Fateh al Sham, formerly al Qaeda's branch in Syria and surrender all designated terrorists on its territory.
Saudi Arabia and other Gulf states on Friday demanded the closure of broadcaster al-Jazeera, among other conditions, in return for the lifting of its trade and diplomatic sanctions.
On Wednesday, U.S. Secretary of State Rex Tillerson urged the Arab countries involved in a diplomatic spat with Qatar to present their demands.
Among these demands were the closure of a new Turkish military base in Qatar.
"Qatar has been the target of a systematic incitement campaign that promoted outright lies, which indicates that there was a prior intent to harm the state", the statement said.

Anwar Gargash, the United Arab Emirates state minister for foreign affairs, said Qatar had to take seriously its list of demands or the diplomatic emergency would turn into a "divorce".
This follows a blockade on all routes between Qatar and some of it's Gulf neighbours such as Saudi Arabia, the UAE and Bahrain.
They demand that Qatar refuse to naturalise citizens from the four countries and "revoke Qatari citizenship for existing nationals where such citizenship violates those countries' laws".
Saudi Arabia, the United Arab Emirates and Bahrain also recalled their ambassadors from Qatar in March 2014, upset about a perceived interference in their affairs through the network and Qatar's funding of Islamist movements.
The demands have not been officially unveiled but Doha-based Al Jazeera news channel said overnight on Thursday they were handed to Qatar by Kuwait, which is mediating in the crisis.
Turkey has backed Qatar during the three-week-old crisis. Qatar shares a massive offshore natural gas field with Iran which supplies the small nation that will host the 2022 FIFA World Cup its wealth.
Launched in 1996 with financial support from Qatar's rulers, Al-Jazeera has over the years grown into one of the Middle East's most influential and controversial media outlets.
