Earlier on the tape, before the officers head into the apartment, they talk about the woman previously waving large metal shears, trying to prevent officers from leaving her apartment and making statements about her and her daughter turning into wolves.

Family members have questioned why police didn't use a non-lethal option when they knew Lyles had been struggling with mental health issues.

An audio recording released by police indicates the officers spent about two minutes calmly speaking with her before the situation escalated. Both officers then asked the woman to step back before shooting the woman, according to the transcript.

The shooting has raised questions about use-of-force and crisis intervention at the Seattle Police Department, which has been under consent decree with the U.S. Department of Justice since 2012.

Seattle police confirmed that two boys and one girl, aged 11, 4, and 1, were in the apartment at the time of the shooting, and have since been given over to family members. She confronted them with a knife, authorities said.

Relatives told The Seattle Times that the woman was pregnant and had mental health issues. "Get back! Get back!" However, officers need to decide if they have time to use those weapons of if they have to resort to lethal force. SPD officers are given the option of carrying a Taser, pepper spray or a baton as a less-than-lethal option. She claimed an Xbox was taken from her apartment. Lyles' friends and family wondered aloud how police could shoot and kill a mother in front of her children. A report recommending police reforms for the city of Chicago explicitly found that "Although some judges will go on record expressly finding that a police officer's testimony is not credible, explicit findings are the exception".

According to The Washington Post, Charleena Lyles called police to report a possible burglary.

Lyles and the officers can be heard talking about the alleged burglary. "It's disturbing", Isabell who is also a pastor of The Way of Holiness Church of God in Seattle said.

Lyles was black, and Isabell said he's frustrated with police killing black people across the country.

"My thoughts are with the many people impacted, including three children and the responding officers", he said.

"She let them in, then she started talking all insane about how the officers weren't gonna leave", one of the officers says, referencing a previous call. Lyles made the call to report that some of her possessions had been stolen.

In addition to being aware of her mental health condition, the officers knew she had several children present in the home.

Seattle's Mayor Ed Murray said the incident was a "tragedy for all involved and will be fully investigated".

"We are here today grieving over another devastating encounter between the African-American community and the police", Murray said.
