Trump has decried the investigations as witch hunts and has rejected the assessment by US intelligence agencies that Russia's hacking and disinformation campaign was meant to aid his candidacy.
Trump's tweets, particularly his use of the word "if" while describing Russian interference, appear to cast wider doubt over whether or not he believes Russia tried to sway the election. "Why didn't they stop them?", Trump asked.
The tweet from the president comes a day after former Homeland Security Secretary Jeh Johnson testified before a Congressional committee.
Rep. Adam Schiff, D-Calif., who is leading an investigation of alleged Russian interference as the ranking member of the House Permanent Select Committee on Intelligence, accused Johnson of waiting too long to publicize the seriousness of Russia's interference in the election. But he said former FBI Director James Comey would not have undertaken such a probe lightly and without a basis for doing so. "Does he believe that members of the intelligence community are colluding with the Democrats or did collude with the Democrats?".
Trump and his top aides have said they want to see a full and thorough review of what happened during the election, but Trump has continually raised questions about whether anything actually happened.
Officials with the Department of Homeland Security and Federal Bureau of Investigation told the Senate Intelligence Committee on Wednesday that Russian Federation targeted the election systems of 21 states past year. "It's all a big Dem HOAX!", Trump said.
Johnson also testified on Wednesday that the Democratic National Committee "did not feel it needed" help from the Department of Homeland Security in identifying the hackers who stole thousands of committee emails. "It's all a big Dem scam and excuse for losing the election!", Trump added. And for once, we seemed to get a clear answer on why the Obama administration didn't give details about the hacks publicly until late past year.

Mr Trump frequently lashes out at the Russian Federation investigation as a "witch hunt" spearheaded by Democrats. White House spokesman Sean Spicer declined to answer a question Tuesday about whether Trump believes that Russian Federation meddled in the election.
USA officials told lawmakers Wednesday there is no question that Russian Federation engaged in widespread interference in last year's presidential election aimed at helping Trump win the White House, but they said there is no evidence that Moscow was able to change the vote count.
"I know of no evidence that through cyber intrusion, votes were altered or suppressed in some way", Johnson told the House Intelligence Committee.
Senate Majority Leader Mitch McConnell also warned the administration that "he would consider any effort by the White House to challenge the Russians publicly an act of partisan politics".
Johnson said he was "not in a position to agree or disagree with that" because he didn't "have access anymore to intelligence over the last five months".
All 17 intelligence agencies have agreed Russian Federation was behind the hack of Democratic email systems and tried to influence the 2016 election to benefit Mr Trump.
