Tropical Storm Cindy expected to reach Gulf Coast tonight

The tropical storm is the third of the season and the first to make a US landfall.

The biggest worry with the storm is all the heavy rain it's spinning into Louisiana, Mississippi, Alabama and the Florida panhandle, where rain amounts may exceed 10 inches in the next 48 hours. New Orleans residents were told to expect about six inches of rain from the storm, Mayor Mitch Landrieu said in a press conference on Wednesday, about half the amount previously forecast.

"It's been the long-term weather service policy that we couldn't issue hurricane or tropical storm watches and warnings until a tropical cyclone had formed".

The center said in an update at 1 p.m. CDT Wednesday that the storm was centered about 170 miles (270 kilometers) southwest of Morgan City, Louisiana - or roughly the same distance southeast of Galveston, Texas.

Two of the cities expected to receive the most rainfall over the coming days are Mobile, Alabama, and Shreveport, Louisiana.

Louisiana Gov. John Bel Edwards, like his Alabama counterpart a day earlier, declared a state of emergency Wednesday.

The center of Cindy is expected to approach the coast of southwest Louisiana and southeast Texas on Wednesday late afternoon or night and move inland over southeastern Texas or southwestern Louisiana on Thursday.

Meteorologists say the precipitation will taper off Saturday as drier air enters Arkansas and as the remainder of the tropical storm pushes into Tennessee.

Texas Gov. Greg Abbott has ordered the State Operations Center to raise its readiness level. The flood threat would appear to be minimal locally as the heaviest rain will fall well west of here and also further north toward Atlanta. The Federal Emergency Management Agency is moving 125,000 meals and 200,000 liters of water into the state.

The Louisiana Offshore Oil Port, the largest privately owned crude storage terminal in the United States, suspended vessel offloading operations ahead of the storm but said Tuesday it expected no interruptions to deliveries from its hub in Clovelly, Louisiana.

"It's pretty disgusting, but I don't have flood insurance because they took me out of the flood zone", said Bertucci, whose store is near a bayou.

The storm also will likely bring strong wind over the eastern part of the warning area, storm surge of 1 to 3 feet and some tornadoes.
