Hawaii on Tuesday became the first state in the country with laws that implement portions of the Paris climate deal.

They are able to fight Mr Trump's plans because energy policy in the U.S. is shared between national, state and local government.

In his speech announcing his decision on the Paris agreement, Trump remarked that he was elected to represent the people of Pittsburgh, not Paris.

Former FBI Director James Comey will say in public testimony Thursday that President Trump asked him to "lift the cloud" over him and the federal investigation into Russian interference in the 2016 USA election, and asked for his loyalty.

On UN CBD, he showed true Republican presidential colours for not supporting environmental conservation for USA economic interests, but he was "touched" by the climate issue and started a promising process.

English said last week that the legislation "shows Hawaii as a leader in this area, that we're willing to do it on our own".

Trump's announcement also prompted more than 1,200 business leaders, mayors and college presidents to stress that they planned to continue working towards the goals set in Paris.

Tuesday's agreement between California and China's Ministry of Science and Technology effectively sidestepped Trump's move, bringing about alignment on an issue of rising global importance between the world's second-largest economy - China - and California, whose economy is the largest of any US state and the sixth largest in the world. A 2010 United Nations report blames animal agriculture for 19 percent of greenhouse gas emissions, 38 percent of land use and 70 percent of global freshwater consumption.

The United States is the second-largest producer of carbon dioxide, just behind China.

Innovative technologies in such sectors as manufacturing, logistics and renewable energy, created to reduce greenhouse gas emissions, do a lot to open up new industries and new employment opportunities.

Trump, in announcing his plan last week, argued that the agreement would have "draconian" effects on the US economy.

The city is joining dozens of others across the country, including Cleveland, in declaring opposition to President Trump's withdrawal of the United States from the Paris Climate Agreement.

Experts have warned that North Korea is at significant risk of climate change-related problems.
