Scott Pruitt - a friend of the oil industry who is skeptical about man-made climate change and was Trump's controversial choice to head the US Environmental Protection Agency - attended the meeting in northern city Bologna, but was due to fly home after the first day. Other issues included were the role of multilateral development banks in the implementation of the Agenda 2030 and the Paris Agreement, which was also left by United States, environmental tax reform, environmental policies and employment, as well as universities and business for sustainable development.

Pruitt's departure on Sunday was planned, his spokesman Lincoln Ferguson said, and "senior staff" at the agency would remain part of the two-day meeting, which continued on Monday.
In a statement on Monday, he defended the USA position.
"The unprecedented split on climate change out of the G7 environment ministers' meeting is another clear signal that the rest of the world is forging ahead with the actions needed to meet the climate crisis, despite President Trump's decision to withdraw the USA from the Paris climate agreement".

Instead, the USA said it would work with global partners in ways "consistent with our domestic priorities, preserving both a strong economy and a healthy environment".

Supporters of the USA withdrawal said the pact would impose unfair environmental standards on the US and endanger jobs in the fossil-fuel sector and other industries. During Secretary of Defense James Mattis' confirmation process, he stated that "climate change is impacting stability in areas of the world where our troops are operating today" and that it "is a challenge that requires a broader, whole-of-government response".
