He said the two parties did not agree on everything but that the Tories were looking for DUP support on "big issues" such as the economy and security.
Many of those Conservatives now opposing May are those who wanted to remain in the EU.
The prospect of being propped up by the socially conservative DUP, which is strongly focused on Northern Ireland's specific political complexities, was causing concerns in the Conservative party, senior lawmaker Graham Brady said.
The job is effectively second-in-command to the prime minister.
DUP leader Arlene Foster told Sky News she would meet May at Downing Street tomorrow.
"Theresa May is a dead woman walking, it just remains to be seen how long she remains on death row", George Osborne, the former United Kingdom chancellor who was sacked by May a year ago, told the BBC's Andrew Marr on Sunday. "There's a whole range of issues like that where we think there'll be a majority in Parliament". "It remains to be seen what the nature of that deal is".
"The prime minister has tonight spoken with the DUP to discuss finalising a confidence and supply deal when Parliament returns next week", a Downing Street spokeswoman said, referring to a deal whereby the DUP would support the government but not enter a formal coalition.
Even if a deal is struck, May could struggle to get backing from parliament for her Brexit stance.
"The new Cabinet obviously will meet early next week, our view of Brexit I don't think has changed", British Secretary of Defense Michael Fallon told the BBC, adding that he believe the government would be able to muster parliamentary support for its Brexit plans.

Meanwhile, speculation is rife about a possible schism within the Tory party which may lead to a leadership contest at a time when conservatives are still recovering from a bruising general election campaign.
"We can't go on with a period of great instability", he said, adding that the Labour Party was ready to fight another election campaign. "I'm sure many of them will want to vote for government measures needed to execute our departure from the European Union". "This is a government that is going to be governing for everyone, we want a country that works for everyone", she told Sky News.

Mr Kenny, who will formally retire as Taoiseach in the coming days to be replaced by new Fine Gael leader Leo Varadkar, said he spoke with Mrs May about protecting the Good Friday Agreement.
Even loyal supporters talked openly on Sunday about how May needed to change her leadership style, in particular her reliance on a tight-knit circle of advisers.
Asked if Yvette Cooper and Chuka Umunna - both of whom had been reported to be planning leadership bids if Labour lost seats in the general election - could come back to the front bench, Corbyn said: "I am the most generous person in the world".
