North Korea needs tests to flawless its missile program, but it also is thought to stage its launches after the elections of new US and South Korean presidents in an attempt to gauge a new administration's reaction.

In Washington, the White House said Trump "cannot imagine Russian Federation is pleased" with the test as the missile landed closer to Russian Federation than to Japan.

Experts said Sunday's test showed a considerably longer range than missiles North Korea had previously tested, meaning it had likely made improvements since its February test. South Korea and Japan have been watching this situation closely with us.

Moon expressed "deep regret over North Korea's reckless provocation" and ordered his troops to bolster deterrence against its military threats on the basis of the robust alliance with the United States.

Defense Minister Tomomi Inada said North Korea might have launched a "new type of missile", given the altitude and duration of its flight.

North Korea's past long-range satellite launches have been called clandestine tests of ICBM technology, but it is not believed to have tested a true intercontinental ballistic missile yet.

It also tried out the Moon government's handling of the North's provocation, with many conservatives in the South questioning its capability on the national security front.

He has said that North Korean missiles capable of hitting the U.S. mainland "won't happen".

The Philippines Human Rights Commission conducted an investigation in 2009 of the killings in Davao, but no prosecution resulted. Like Trump, Duterte is known for his shocking statements.

The North has conducted five nuclear tests despite United Nations sanctions and is also developing long-range missiles.

It was his second appearance before reporters Sunday after North Korea fired the missile that Japanese officials say may have been a new type given its flight time and unusually high altitude.

Shen Dingli, a professor of worldwide relations at Fudan University in Shanghai, says North Korea conducted the test to show its "determination to develop nuclear weapons and missiles remains unchanged".

The missile flew some 700 kilometers for half an hour and dropped in the East Sea.

The missile was launched near north-western Kusong, flying hundreds of miles then landing in the Sea of Japan.

The move came days after President Moon Jae In took office in the South pledging to engage in dialogue with Pyongyang. The type of missile launched today is still being assessed.

Japanese Prime Minister Shinzo Abe condemned the launch in a quick doorstep interview with reporters.

All eyes on Moon Jae-in: South Korea's new president offers another opportunity for China to change the balance of power in Asia. The USS Carl Vinson, an aircraft supercarrier, is also engaging with South Korean navy ships in waters off the Korean Peninsula, according to Seoul's Defense Ministry. President Donald Trump has also said he'd be "honored" to talk with leader Kim Jong Un under favorable conditions.
