The National Weather Service, predicting high lake levels and strong winds, has issued a lakeshore flood watch from Tuesday afternoon through Wednesday afternoon.
"With waters on the Lake Ontario coastline rising to the highest levels in 20 years, we are remaining vigilant and will continue to do everything in our power to assist communities with flooding preparation and response measures", Governor Cuomo said. The coastal communities of Lake Ontario are at particular risk from wind-driven waves and even higher water elevations from storm surge. "It's kind of a similar to but on a very very much smaller scale a hurricane with the piling up of the water". Sections of Edgemere Road that run along the lake in Greece have been closed because of minor flooding. In addition to the response team, the State of Emergency declaration allows the state more flexibility in sharing resources and expedites the DEC permit process for homeowners who need immediate flood relief.

After his announcement in Rochester, Cuomo took several questions from reporters about the International Joint Commission, a U.S.
"I would expect to have flooding in the future", Cuomo said, "so let's make modifications and renovations that you have to make now to protect in the future". But the governor says they rebuffed that request, because of the possible flooding that would cause in other areas, such as Montreal. "So I'm reaching out to our congressional delegation to intervene on our behalf".
