U.S. Vice President Mike Pence told business leaders in Seoul on Tuesday the Trump administration would review and reform the five-year-old free trade agreement between the United States and South Korea.
Mike Pence said USA intentions remained unwavering in the face of the threat posed by the reclusive North Korea.
Pence pointed to reports of China turning away coal exports from North Korea as an example of the new U.S. strategy bearing fruit.
"You can rest assured, the full range of the United States military capability is dedicated to the protection of Japan," he said.
The comments were made in response to a BBC interview with North Korea's vice-foreign minister who said that Pyongyang would launch a pre-emptive strike if it believed that the United States was planning an attack.
Pence, dressed in a green military jacket, said aboard the hulking USS Ronald Reagan that President Donald Trump's administration would continue to "work diligently" with allies like Japan, China and other global powers to apply economic and diplomatic pressure on Pyongyang.
"We're already seeing our allies in South Korea and Japan and the wider world standing behind us, but China is taking unprecedented steps to economically isolate North Korea and given the fact that China represents more than 80% of the exports from North Korea is enormously important", Pence said. "The time has come for us to take a fresh approach".

There has been much discussion in Washington about Pence's short visit to the demilitarized zone, where he stood outside the Freedom House on the South Korean side of the border and stared into North Korea.
His remarks also coincided with an embarrassing US admission on Tuesday that an aircraft carrier Trump said 10 days ago was sailing to waters off the Korean Peninsula was in fact heading in the opposite direction. "And I share that vision and that impatience".

Pence has sought to reassure allies in the region that the U.S.is still committed to trade and economic ties despite Trump's decision on TPP. He called the trade gap with South Korea a "hard truth", with "too many" barriers to entry for US businesses. They remain on a watch list of nations deemed at risk of engaging in unfair conduct.
Meanwhile US Defence Secretary James Mattis, in Saudi Arabia to discuss the invasion of Yemen, denounced North Korea's latest missile test. His language was stronger than in a written statement he issued shortly after the launch, in which he simply said he was aware of the failure.
The visit marks the first time he has visited Saudi Arabia as Pentagon chief. "For more than a generation, North Korea's leaders have sought to develop nuclear weapons and ballistic weapons on which to deliver them".
The U.S. military says an aircraft carrier participated in curtailed training with Australia before starting its journey north toward the Korean Peninsula.
