The state auditor reviewed about 100 approved applications and found almost three in four did not adequately describe the disability.
The California State Auditor has taken on the cause of those disabled placards issued by the DMV, the validity of which many a TV news magazine and local news broadcast have questioned over the years given that perfectly able-bodied people can often be seen using them just to score prime parking. If that trend holds, it means the DMV may have approved 1.1 million applications from July 2013 through June 2016 without sufficient information to demonstrate that the applicant was qualified, the audit concluded. They allow people to park in disabled spaces and for free in metered spaces. The student said he did not realize his father had to be present when using the placard. The audit examined 96 applications and doubted the signatures of 17 medical providers. Among them is the fact that many applications are not verified.
And when local parking enforcement officers conduct sting operations to punish people illegally using the placards, they can not easily verify placards. At least nine individuals received 16 or more replacement placards over a three-year period.

The enforcement effort comes at the same time a state auditor criticized the DMV for not making sure the people issued the placards should actually have them. While state data pegged California's centenarian population at 8,000 in 2014, there are almost 26,000 placards out there issued to individuals aged 100 or older. She says now only sworn officers can verify placards, forcing parking enforcement to call police departments for verifications.
DMV issued a response Wednesday saying it is working to implement 15 recommendations made by the state auditor, including collaborating with medical boards, additional training for staff and adding options for the public to report placard abuse.
