Munoz said he has sent a "personal note to our most loyal customers" about the incident, adding, "The response rate has been pretty high and positive".

Even though total revenue is up, United's profits are down 69.3%, from $313 million in Q1 2016 to $96 million this year.

Munoz said "there was never a consideration for firing an employee" over the incident, calling it "a system failure across various areas".

Dr David Dao's lawyer says his client accepts the airline CEO's public apology, but thinks it was insincere.

Mr Munoz has declined to address that change until the airline finishes an internal review.

The fiasco has hurt shares of United Continental, which dropped about 4 percent on Tuesday, despite the company reporting better-than-expected earnings late Monday.

United beat analysts' forecasts of $0.38 per share and $8.38 billion in operating revenue by posting adjusted earnings of $0.41 per share and $8.41 billion in revenue.

But excluding special items, United earned 41 cents a share, beating an average of 38 cents a share projected by analysts who were surveyed by Thomson Reuters.
